Not to worry; you can manually access your icloud keychain passwords, even if they're not showing up when you visit a website or open an app. all of your icloud keychain data is stored in the settings section on your iphone, ipad, and mac.. I turned off my keychain from my iphone’s icloud (ios 11.2.2) and chose to delete it from my phone. i then turned it off from my mac (high sierra) and chose to keep it in my mac. i turned on the keychain from my mac then turned it on in my iphone but it still did not sync my passwords, credit cards, wifis, etc.. I've been using icloud for many services such as notes, reminders, icloud drive and keychain for a long time withh my mac, iphone and ipad. a few weeks ago, i've noticed that new passwords have not been syncing to my mac if i've registered somewhere on my iphone..
I recently upgraded my iphone 4s to the latest ios 7.1 and my macbook pro to mavericks and have set up icloud keychain sync on both devices. icloud keychain not syincing all iphone wifi passwords to mac. change password for icloud keychain / prevent it from being unlocked with computer password.. But if your only reason for avoiding icloud keychain is not wanting to store your passwords (encrypted though they are) on apple’s servers, it’s possible to maintain device-to-device syncing.
